Foreword
The purpose of this manual is to assist campuses, design professionals and the Board of Regents Office of Facilities in basic communications and instructions regarding procedures of the Board of Regents Office of Facilities.
This manual defines the process by which facilities projects in the University System of Georgia are initiated, funded, planned, designed, bid and constructed. The manual is not exhaustive in describing every situation that may occur, but rather is a road map to guide users to the information needed.
There may be situations that require a variation of the typical procedures. In such cases, requests for waivers will be considered on a case-by-case basis by the Vice Chancellor for Facilities.
The first part of each chapter is the general step-by-step process for project development with references to supporting documents in the corresponding appendices of the manual. A review of the Table of Contents will provide the user an orientation of the format.
The appendices support and coordinate with the chapters in the first part of the manual and consist of detailed documentation, forms, checklists, guides and examples of correspondence that may be used throughout the process.
